Practical implications for employers recruiting talent from outside the EU/EEA.
As the new rules enter into force on 1 June 2026, it is important to begin preparing internal processes and upcoming cases in line with the updated requirements.

Key Areas to Prepare For
Salary Assessment and Compliance
- The new salary threshold (minimum 90% of the median salary in Sweden) will apply to all applications concluded after 1 June 2026.
- In addition, salary and employment conditions must continue to align with collective agreements or established industry practice.
Health Insurance for Short-Term Assignments
- For assignments of up to one year, comprehensive health insurance must be in place (or applied for) at the time of submission.
Increased Compliance and Employer Scrutiny
- Authorities will apply stricter assessments related to employers, including compliance history and fulfilment of obligations (e.g. tax, salary, and working conditions).
Occupation Restrictions or Exemptions
- Future government decisions may introduce exemptions or restrictions for certain occupations.
What This Means for Employers
These changes reinforce the importance of early planning and proactive compliance management. Employers should ensure that:
- Salary levels and employment terms are reviewed in advance of submission
- Internal processes support proper right-to-work and compliance checks
- Documentation is complete and aligned with the new requirements
- Upcoming recruitment is assessed considering possible regulatory changes
